According to their website http://www.metlinkmelbourne.c om.au/using-public-transport /animals-on-public-transport/ it does states. "Dogs on leads are permitted on metropolitan trains, but only if they are muzzled.

In Metropolitan Melbourne, pet dogs are permitted on trains (and only in a crate if on buses and trams) as long as they are on a lead and muzzled.

Regional Victorian trains also allow small animals to board as long as they are kept in a box or crate.

keep your dog under your control at all times avoid travelling on weekdays between 7am and 9am or 4pm and 6pm. Animals other than those in a suitable animal container, or dogs on a leash and wearing a muzzle, are not allowed on trains. Only animals in a suitable animal container are allowed on trams and buses.

Unlike the majority of cities in Australia where pets on public transport are a no-no, pets are allowed on public transport in Melbourne with some caveats. The most welcoming option are the metropolitan trains. Cats and dogs of all sizes are allowed on the metropolitan trains.

It's just a prevention method that really isnt a big deal for dog and owner to uphold. All we need is someone's unmuzzled dog to bite someone on a train and then no dogs will be allowed on. Small dogs can already go on Vline, buses and trams if crated, the train is the only option for people like me with a large dog and no license/car.
