There is no "duty" or fee for dogs or cats re-entering the US.

We are US citizens living in Mexico who want to visit family in the US for a few months.

As with all other domestic cats and dogs entering the US, you will have to bring proof of your pet's vaccinations and a recent certificate of health with you.
