New law makes it illegal to leave dogs outside in extreme cold.

Libre's Law increases the penalties handed out in animal neglect cases, according to wkbn.com.

Shutterstock. The law is clear and simple: if the temperature is above 90?F or below 32?F, a dog cannot be tethered for longer than 30 minutes.
