The Constitution lists compassion for living creatures as a fundamental duty of citizens. Killing of dogs is illegal and street dogs cannot be beaten, killed or displaced; they can only be sterilised as per the Animal Birth Control (ABC) Rules, 2001, vaccinated, and returned to their original locations.
