On May 17, 2021, the Minnesota Legislature passed changes to the Cottage Food Law. The changes include: An exemption for cottage food pet treats (MS section 25.391) for individuals who prepare and sell home-processed pet treats for cats and dogs, provided certain conditions are met. The exemption is for cat and dog treats only.

Yes, as long as they are labeled correctly and completely, and the label includes any allergens the product may contain. However, you can't sell other people's products (e.g., consignment) nor have other people sell your products (e.g., wholesalers). Can I make and sell hard candies or lollipops? Yes.

I have a small pet business in Minnesota can I legally sell dog treats as well? I currently sell dog apparel, toys and accessories, but would like to start selling homemade treats. Most of my sales come from online and vendor shows throughout the year.

(c) In the event the animal is diagnosed with a health problem, which existed at the time of purchase, the pet dealer shall provide the purchaser with one of the following remedies selected by the purchaser: return the animal to the pet dealer for a refund of the full purchase price; exchange the animal for an animal of the purchaser's choice of equivalent value, providing a replacement is available; or retain the animal, and receive reimbursement for reasonable veterinary fees.

By checking with your county government, you can learn exactly what regulations exist at the lowest government level on up, regarding the making and selling of dog treats. For example, some states require that dog food or treats be prepared in a commercially licensed kitchen, while other states do not.

If a person offering their services is licensed in one of these professions, any member of the public has a right to know if that person is validly licensed or not by the licensing authority. Anyone who claims to have a license and refuses to identify themselves properly by first and last name can possibly lose any one or all of their licenses.

In Michigan , a dog pound is prohibited from selling or disposing of a dog within four days of its acquisition. If the dog is wearing a license tag, the owner must be notified in writing and the animal cannot be disposed of within 7 days of mailing the notice. MI ST ? 287.388 .
