Face licking (particularly the nose as Greg Chalik pointed out) is a dog's way of showing a bond and submission in the pack. If you lick your dog, you are sending an amazingly confusing signal effectively trying to lower your status in the pack by demonstrating a very intimate submissive behavior.

Hi again --If this is the diluted water in the bowl -- from the clorox tablet added to the tank -- typically this is a fairly safe dilution -- if the tablet has been still and not mixed up or moved recently. If there was a higher level of the tablet in the water, it could cause irriation of the mouth, esophagus, and stomach.
