One of the reasons dogs don't appreciate being blown in the face is that it is simply too close for comfort and they do not really understand what is going on. ... Their height puts them directly to the dog's face and some dogs are just not comfortable with such close proximity.

Dogs who don't like to be blown in their faces may be reacting to that because the blow comes unexpected and they don't understand what is happening.

Hence the dog may growl, bark or snap back at the air blown, and possibly at the person blowing in his/her face.
