There are a number of reasons why your Rottweiler might not be barking. The main ones are a timid personality, needing time to become comfortable in its new surroundings, an illness, age (bad hearing), bad past experiences and previous training to stop it from barking.

Dogs who don’t bark at strangers are generally showing their self confidence assuming their presence is all the warning they need. Some breeds were breed to be quiet even in defensive situations. As I understand it the Japanese bred the Tosa Inu to fight quietly assuming barking showed a lack of character/control.

This is particularly true if the dog is still a puppy. If a puppy is barking its fool head off you have failed to properly socialize your dog, which is a whole other conversation. Rottweilers do not generally start to show any type of guarding instinct until they are at least 2 years old.
