My dog suddenly has loose skin on the under side of his neck. It's like when they are dehydrated. No lumps and I don't think any fluid. About a month back he started with on and off diarrhea. We have been to the vet for it and have to wait until the vet opens back up monday morning for some different meds. This neck thing really has me puzzled though.
